Hmong Parents Advisory Council (HPAC) The mission of the Hmong Parents Advisory Council is to promote a partnership between Hmong parents and Saint Paul Public Schools to improve educational programs and services for Hmong students. HPAC is a Hmong parent group coordinated through the ELL Department of Saint Paul Public Schools to serve as a venue for parents who would like to learn new ideas to help their children and to voice their concerns and opinions about their children's education. HPAC convenes monthly to provide learning opportunities for Hmong parents and to provide a connection between Hmong parents, schools, and the community.
